I assume it's phishing from the rather odd syntax, although the link doesn't work on my iPad. Anyway, be warned. Must be a security breach somewhere (retailer?) as I get very little spam normally, and I do have a payal account.
Had one from them this morning, never even opened it just marked it as a phishing nail and binned it. I checked my paypal account via my favourites and all is ok, but i have changed my password to be on the safe side.

I had an email today from PayPal asking to confirm a transaction with Skype.com for £49.60 and if I hadn't made that transaction to click on a link to cancel it. After seeing this thread I thought it seemed wrong so I phoned PayPal and it is a scam. So beware fellas
