I Don't Think It's The SCOOP Jacket..It's Not A Great Pic But The Scoop Has A Clear Plastic Chest Pocket & A D Ring Hook On The Other Chest Pocket..

Unless he has modified it, it is not the scoop.
Doesn't look like a Scoop to me as they have little badges on them aswell for exposed films etc and as Steve says no id badge pocket or d ring, looks like a field jacket to me as appears a little padded aswell but could be wrong.
