No the masts are all owned by the individual operators and whilst 3 do share network resource with t mobile and EE (mbnl) they don't have equal access. 3 have the smallest network they're masts are fewer in number.. O2 & Vodafone share network resources as well.

Have been involved in livening a couple of masts and was talking to one of the engineers that was building them. He said Vodafone and O2 masts have approx'. 7 mile radius of coverage whereas the T-Modile and Hutchinson group ( Orange ) masts had IIRC only 2 mile radius, hence the coverage issues. Not sure if Vodafone and O2 share networks though. Whenever i've switched them off there is always an O2 + Vodafone masts, but the other providers are often missing
