I might be wrong but I'm pretty sure that United did put a bid in for him and did want him to stay. He wanted to play more and be the centre of attention so went to City instead.

I got the feeling that the offer United made for Tevez was a token gesture by Fergie to appease the fans after all the "Fergie sign him up" chants. It only happened after it was pretty much known that he'd decided to got to city.
